Habitat for Humanity Peninsula and Greater Williamsburg is partnering with James City County to build permanent affordable housing as part of James City County’s Community Land Trust.

All buyers of Habitat for Humanity homes in James City County must currently live or work in James City County.

What is a Community Land Trust?

Rising home costs continue to price many families out of the housing market, increasing the demand for affordable housing in Virginia. 

A Community Land Trust (CLT) helps solve this critical problem by creating permanently affordable homeownership. In a CLT, the homeowner buys and owns the house, but not the land underneath. The CLT keeps ownership of the land and leases it to the homeowner, usually through a 99-year renewable ground lease. By separating the cost of the home from the value of the land, this model makes homeownership more attainable.

In exchange for purchasing the home at a reduced price, CLT homeowners agree to continue that affordability for future buyers. That agreement is spelled out in a ground lease contract. If a CLT homeowner chooses to sell their home, they do so at a price set by the resale formula outlined in their ground lease, ensuring the home remains affordable for another low- to moderate-income household. This approach allows communities to maintain long-term access to affordable housing, not just for one family, but for generations.

When it’s time to sell, homeowners still benefit financially. They receive their initial investment (down payment), build equity through mortgage payments and share in the home’s appreciation as determined by the resale formula. The ground lease serves as the foundation of this partnership, clearly defining the rights and responsibilities of both the homeowner and the CLT.

Throughout the process, the CLT’s Board of Directors and the Habitat for Humanity team provide guidance and support to help homeowners succeed at every stage of their journey.
